REAP Certificate Pakistan: What Rice Importers Need to Know

How to verify a Pakistani rice exporter and understand every certificate in your shipment.

What Is REAP and Why Does It Matter?

REAP stands for Rice Exporters Association of Pakistan. It is the government-recognised trade body that regulates and certifies Pakistani rice exporters. To legally export rice from Pakistan, a company must be registered with REAP and operate through REAP-approved processing facilities.

For importers, REAP registration is the most basic verification step. An unregistered exporter cannot obtain official export documents, cannot clear Karachi port customs and is operating outside the legal export framework — making any transaction with them extremely high risk.

How to Verify a REAP-Registered Exporter

Verifying REAP registration is straightforward:

  • Ask the exporter for their REAP registration number and certificate copy
  • Contact REAP directly at their Karachi office to confirm the registration is current
  • Request a copy of a previous Bill of Lading (BL) — registered exporters will have real shipping history
  • Check for a physical mill address on Google Maps — legitimate exporters operate real processing facilities

Key Export Certificates for Pakistani Rice

A complete rice shipment from Pakistan will include several official documents. Here is what each one means:

1. Certificate of Origin (COO)

Issued by TDAP (Trade Development Authority of Pakistan). Confirms the rice originates from Pakistan. Required by customs in virtually every import destination. Essential for claiming preferential duty rates (e.g. UK DCTS, EU GSP).

2. Phytosanitary Certificate

Issued by Pakistan's Department of Plant Protection (DPP). Certifies the rice is free from pests, diseases and regulated plant material. Mandatory for importing countries including all EU member states, UK, Canada and Australia.

3. Fumigation Certificate

Confirms the shipment has been treated with approved fumigants (typically Aluminium Phosphide) to eliminate stored grain pests. Required by most importing countries as a condition of entry. Treatment is performed at the mill or warehouse before container stuffing.

4. SGS / Intertek Inspection Certificate

An independent third-party inspection by SGS, Intertek or Bureau Veritas confirming the quality, quantity and grade of rice loaded. This is the most important document for buyers — it independently verifies that what was shipped matches what was ordered. Always insist on SGS or Intertek inspection for first orders.

5. Health Certificate (where required)

Some markets (particularly in the EU and Gulf) require a health certificate from Pakistan's Ministry of National Health Services confirming the product is fit for human consumption. HAG Commodities can arrange this on request.

Red Flags to Watch for When Sourcing from Pakistan

  • Exporter cannot provide a REAP registration number
  • Price is significantly below market rate (a sign of poor quality or fraudulent intent)
  • No verifiable physical address or mill facility
  • Refuses SGS/Intertek inspection before shipment
  • Cannot provide references from existing buyers
  • Requests 100% TT payment in advance for a first order
